Accountability and transparency are fundamental pillars of the rule of law in public institutions, and their significance in the field of national security is even greater due to the sensitivity of security decisions and their direct impact on citizens rights and freedoms. The main issue of this research is to examine the extent to which accountability and transparency of the Supreme National Security Council can be realized within the framework of the rule of law and to identify the existing obstacles in this regard. The purpose of this article is to explain the legal framework of accountability and transparency of the Council and to propose legal mechanisms for strengthening them. The central research question is whether it is possible to design effective mechanisms for enhancing accountability and transparency without undermining national security requirements. The hypothesis of the study is that, despite security limitations, accountability and transparency of the Council can be achieved through controlled, institutionalized, and public law based mechanisms. The research adopts a descriptive analytical method based on the Constitution, general principles of public law, and reliable domestic and foreign sources. The findings indicate that ambiguity in the legal nature of certain resolutions, limitations of external oversight, and the dominance of internal supervision contribute to the formation of a legal gray area, which may weaken institutional accountability and lead to the stabilization of long term restrictions on citizens rights.
