This article aims to identify and explain the mental patterns governing clan peace and reconciliation and its relationship with the black figure of crime in the border villages of Zahak County. The present study was conducted with a descriptive-analytical approach and the Q method in 1404. Data collected through field surveys were judged by the sample method and examined using exploratory factor analysis. The findings show that seven main factors explain a total of 96.77 percent of the cumulative variance of the respondents' mental patterns. The first factor, titled the dominance of the customary system and with an eigenvalue of 6.34, has the highest share among them. The inferential findings of factor analyses show that the preference for customary dispute resolution reduces referrals to formal criminal justice institutions and, by socially redefining crime, paves the way for the expansion of the black figure and the continuation of non-criminal patterns. Accordingly, rethinking indigenous-based criminal policies, strengthening institutional trust, and enhancing interaction between formal law and customary systems in border areas seem essential for the country's future criminal policymaking.
