Sovereign development funds are among the most important instruments of governments for attracting private and foreign investors. One of the primary objectives of these institutions is to strengthen investment in infrastructure and other strategic sectors of the national economy, while playing a key role in directing productive and sustainable capital. The National Development Fund of Iran (NDFI), as one of these institutions, pursues the objective of attracting and supporting investors.
The aim of this research is to propose strategies for optimizing the investment mechanisms of the NDFI and enhancing its role in attracting domestic and foreign capital. This research adopts a descriptive–analytical approach and employs a library-based method for data collection. The findings indicate that profit-and-loss sharing–based investments can reduce investment risks, enhance the alignment of interests, and provide the groundwork for increasing trust and attracting private and foreign investors.
To this end, similar funds often operate through the establishment of operational entities and joint financing with other investors. In this regard, the joint investment model implemented through operational entities in the form of Sherkat Mokhtalet Gheyr Sahami (comparable to the limited partnership model in international practice) constitutes a suitable structure for organizing the NDFI’s investments—one that, while improving efficiency, also addresses the current challenges of the Fund’s investment structure.
